Completion of an externally visible alteration to an object for a public art project, excluding light shows.
The appearance of an object is altered for an art project at the initial completion of any externally visible change which is done for a public art project. Such changes are often temporary, lasting from seconds to months or possibly years. Alterations may include wrapping, painting, having an artwork hung over the facade, or other forms of display.
Internal changes and light shows do not count as alterations to the object's appearance.
The event occurs when the visible alteration is initially completed. Its later removal does not change that initial completion, and its temporary duration does not prevent it from being an alteration.
