A flooring supplier manufactures the materials used in hard floor coatings or in raised access floors. Examples include wood products, parquet, linoleum, rubber, or any surfaces in the form of tiles, sheets, or poured coatings. This does not include carpets, and it does not refer to the structural floor plate underneath the coating.

The supplied material forms the usable floor surface or a raised access floor. Tiles, sheets, and poured coatings describe forms of that product, while the load-bearing floor plate beneath it remains a separate building component.

Outdoor paving has a different application from interior flooring. A paving block manufacturer supplies outdoor paving units, and an asphalt manufacturer supplies outdoor asphalt paving; those definitions expressly distinguish their products from material used as an indoor floor.
