1st level district tier
The first level of subdivision inside a municipality, holding the quarters residents name.
The first level district tier holds the parts a municipality divides itself into: the quarters, boroughs, wards and neighborhoods a resident would name when asked where in the city they live.
A municipality may maintain several such divisions at once, political, administrative and statistical, and all of them occupy this tier. Which one a given set came from is the division basis, and which of them to show first is the division sort.
Not every municipality has this level, and a small one usually has none. The tier stays empty there rather than being filled with a postal or electoral area, which are not subdivisions of the municipality at all.
