city block tier

The city block tier holds the ground enclosed by streets on every side, with no street crossing it. It is the smallest unit of the built fabric above the individual plot.

The block is geometric rather than administrative: it exists because the street network draws it, and it changes only when the streets do.

The land parcels inside it are the tier below, and the district containing it is the tier above.
