A social services facility is a site where services are offered as an amenity where they would be particularly useful. It does not include charities, which offer services free of charge based on extreme need. Social services may or may not be free of costs; they are often sponsored by some organization, association, or company.
The service is provided as a useful amenity for the community or people at a particular location. Services can be free or paid; a free service does not necessarily address extreme need.
Charity is distinguished by assistance directed to people in greatest need. An ordinary community service provides convenience or assistance without necessarily responding to extreme need.
