phone switching center
A place designated for equipment and personnel which directs telephone signals between senders and receivers.

A switching center houses equipment and personnel for the routing and relaying of telephone transmissions.
The center houses the equipment that directs and relays telephone traffic between its origins and destinations. Its purpose is the operation of those connections.
The use is distinct from a call center whose staff make or answer calls. A switching center performs the network-routing function rather than merely using telephone connections for another business.
