political division
Areas with an elected council or representative of their own, set by the municipality.
A political division is a division whose areas each have an elected body or representative with a defined competence. The council or officer is chosen by the residents of the area and decides matters assigned to that level.
Its boundaries are fixed by statute, usually the municipal charter, and changing one requires a decision of the higher council. The elected body is what distinguishes the division: the area exists so that someone can be elected for it.
An administrative division names areas the municipality maintains without giving them representation, and an electoral division carves up the ground only to elect somebody to a body above it. Where an area has a council of its own with matters to decide, the division is political.
