Estonian EHAK code

The four-digit code identifying an Estonian county, municipality or settlement in the classification kept by Statistics Estonia.

The classification of administrative units and settlements is maintained by Statistics Estonia and also underpins the land board's address system. It covers 15 counties, 79 municipalities and roughly 4,700 settlements.

Four digits, padded with leading zeros. The tier is decided by the number band rather than by any segment of the code: 0030 to 0089 are counties, 0100 to 0999 municipalities and city districts, 1000 to 9999 settlements. Harju county is 0037 and the village of Aakre is 1018.

Nothing inside the code states its level, so the tier has to be carried separately. Some towns hold two codes for that reason, one as a municipality and one as a settlement: Tartu is 0793 and 8151. Matching a place by name alone can pick the wrong tier.

A new code is issued whenever a unit is formed, merged, split or changes type, and retired codes are never reused. The 2017 reform cut municipalities from 213 to 79 and retired many codes at once, so a code identifies a unit as it stood in a given version.
