The lowest permitted transportation speed within a specified place or object, where a minimum applies.
The minimum speed in any place or object is the lowest permitted speed for transportation within that area. It is occasionally applied to areas used for high speed vehicle traffic.
The value is a lower permitted limit. It does not describe the slowest speed actually observed or the minimum mechanical capability of a vehicle.
The applicable place or object defines the extent of the restriction. A maximum speed sets an upper permitted limit instead.
