first tenants move in

The first regular occupants move in and begin using a structure, potentially before all construction is complete.

The first tenants of a structure are moved in when they first begin to put that structure to its designed usage. This can occur either during the construction phase or the existence phase of a structure, but normally occurs very shortly after or coincident with its completion. It is not uncommon, however, for this event to occur before completion of a structure, as many structures open in phases or are not fully clad when the first tenants move in.

The first regular occupants establish the milestone. Their move-in is distinct from signing a lease or buying a unit, either of which may happen earlier.

Phased completion is included: one part of the structure can receive occupants while work continues elsewhere. Completion of every facade or interior is not required.
