Soft flooring refers to materials which cushion the steps of persons using a structure, or which are constructed of lofty materials. These may be installed for comfort, to minimize noise levels, to protect underlying surfaces, for decoration, or any combination of these reasons.

The group includes both fibrous coverings and solid materials with a cushioning character. Carpet has a textile surface, while rubber and cork can form sheets or tiles without textile fibers.

The installed material supplies the more specific description. Comfort alone does not identify a carpet, cork, or rubber floor, and a loose movable rug does not make the underlying floor carpeted.
