Facade renovation ends when major structural improvements or industrial-level cleaning of an existing facade is completed. It does not apply when a facade is stripped and replaced.
The existing facade is retained through the improvement or cleaning work. Completion of that work supplies the event date.
Stripping and replacing the facade has the separate recladding-end event. The distinction is the retained facade, not simply a change in its appearance.
