public parking
Parking available to any driver at least at certain times, whether free or paid and independent of building use.
Public parking in a building indicates the presence of space where any driver can park, at least at certain times, regardless of whether the driver will use the building or not. It does not include parking which is strictly for tenant or visitor use.
Both free parking and pay parking facilities are counted as public parking.
Public access does not require free parking or round-the-clock opening. The distinction is availability to drivers who need not be tenants or visitors of the building; tenant-only parking remains excluded.
