expected construction start
The date on which construction of a structure is currently expected to start.
An expected construction start is a forecast of when construction of a structure will begin.
The forecast concerns the start of the work. It does not establish that the event occurred, even after the anticipated date has passed. A revised schedule can change the expectation without changing the actual course of the work.
An actual construction start identifies when the event happened. Once that date is known, it answers the question of when the work began; the earlier forecast still describes what was expected at the time.
A forecast may specify a year or quarter without fixing an exact day. Its precision is limited by the announcement or schedule on which it is based.
