The first tenant moves out in a continuous and deliberate process of vacating an occupied area or structure.
Vacating of an occupied area begins when its tenants or users begin moving out in the course of completely vacating the defined place. This may happen for economic or market reasons, at the wish of the tenant or owner, as a result of damage or devaluation, or in preparation for renovation or demolition. This does not apply to the beginning of a gradual attrition in occupancy. It occurs when the first tenant begins to move out in the deliberate process of vacating.
This event occurs prior to the achievement of vacancy, which is labeled as "vacancy begins".
The first departure must be part of a deliberate process intended to empty the place. Normal tenant turnover or a gradual decline in occupancy does not establish this event; total vacancy is reached later.
