A distinct area of land with an artificial or constructed surface, including stable non-planted natural materials.

A paved area is a distinct piece of land with a continuous surface or a network of surfaces formed artificially, either using man-made materials or constructed out of stable, non-planted natural materials like gravel. Paved areas may often include planted areas and structures within their boundaries.

The surface can be continuous or consist of a network of constructed portions. Gravel can form part of that surface without being a manufactured material.

Planting or structures within the boundary do not prevent the wider area from having a paved form. The distinction concerns the prepared surface rather than a requirement that every part be covered.
