2nd level district tier

The second level of subdivision inside a municipality, below a first-level district.

The second level district tier holds subdivisions of a first-level district. It applies only to municipalities that maintain two levels, and only where the first level divides cleanly into the second.

The tier exists because some cities genuinely have two: a large borough holding named neighborhoods, a statistical city district holding numbered districts. Forcing both into one tier would lose the relationship between them.

Every region on this tier hangs under a first-level district, never directly under the municipality.
