Rental office space refers to desk-based business workplaces which are leased to their tenants by a different owner (as opposed to owner-occupied forms of office space).
The occupying business and the owner are different parties to the lease. The space remains a commercial workplace under that rental arrangement.
An owner-occupied office has the same entity as owner and occupant. The identity of those parties distinguishes the two arrangements even when their interiors are similar.
