prefecture
An official administrative territory called a prefecture, with rank and institutions set nationally.
A prefecture is an official administrative territory in a system that uses that designation.
Japanese prefectures are primary local-government units with elected governors and assemblies. Chinese prefecture-level units lie below provinces and can contain counties and county-level cities.
The title does not guarantee rule by an appointed prefect or a fixed position in a hierarchy. It distinguishes the official class from a province, department, or governorate in the same country's terminology.
