town

A populated place with its own local government, smaller than a city and treated at the same tier.

A town is an inhabited place with some form of local government. SKYDB places towns at the city tier, so a town and a city are siblings in the hierarchy and differ in size and in what the country calls them, not in what they are.

The word carries different weight from country to country. A New England town governs land that elsewhere would be several municipalities, while an English town may be a place with no council of its own. The type records the name the country uses; the tier records where the unit sits.

Use the type the source register uses rather than translating by size. A place of 200,000 people called a town stays a town here.
