Vehicle clearance is the maximum allowable height of a vehicle which uses a structure. It can be applied to bridges and tunnels as well as parking structures and even regular buildings which contain parking areas. In the case of a bridge, this applies to the vehicle clearance on the bridge deck, not under the bridge.

The measurement applies to the route used by the vehicle. An overhead obstruction within a garage can limit passage even when its entrance opening is taller.

For traffic passing beneath a bridge, use clearance underneath. A vehicle crossing the deck and a vehicle passing below it encounter different routes and overhead limits.
