A constructed object other than a regular building, generally not formed primarily as a sheltering enclosure.

A structure, in this sense which excludes buildings, is a catch-all category for objects constructed on land which do not behave as regular buildings. In general these are not built as shelters, and do not enclose any more interior space than is needed for accessing their functions.

This definition does not indicate that buildings are not also counted as structures; it is a general heading for built objects other than buildings.

The object's built form serves a purpose other than the ordinary sheltering role of a building. Any interior space generally supports access to its function rather than extensive inhabitation.
