planning division

A planning division is a division whose areas mark where a plan or program applies: a development scheme, a redevelopment area, a conservation zone, a funding district. The planning authority defines each area by the measure it carries.

Such an area is bounded by the reach of the measure and ends when the measure does, so the division is temporary in a way the others are not. Several may overlap where several programs run at once.

An administrative division covers its municipality without gaps and outlives any program. A planning area covers only the ground a measure touches, which is why it should not be read as a subdivision of the town.
