The enclosure is built around the reactor it holds. Rectangular, cylindrical, and spherical shells are common forms without being the only possible geometries.
The definition concerns the reactor enclosure rather than every building on a power-generation site. A separate cooling tower or industrial enclosure has a different structural role.
