province
A first-level subdivision of a country, used where the country calls it a province.
A province is a country's top-level territorial division in states that use the term, among them Canada, China, Spain, Italy and the Netherlands.
The rank is not the same everywhere. A Canadian province is a constituent part of a federation with its own constitution, while a Spanish or Italian province sits below the autonomous community or region and is closer to a county.
Set the tier from the country's own hierarchy rather than from the word. The same type name legitimately appears at the state tier in one country and below it in another.
