The regions a composite region consists of, such as the counties that a metropolitan area is made up of.
Some regions have no boundary of their own. Instead of an outline they list the regions they consist of, and that list is what the region means.
A metropolitan area is the common case. It names the counties or municipalities that belong to it rather than drawing a line of its own.
The listed regions keep their own place in the tree. Being named here does not move them, so a county stays under its state and belongs to the metropolitan area as well.
