The term has no fixed rank or form of government. A district can divide a country, a province, a county, a municipality, or another district, and its authority can range from a local government to an administrative office.
A purely electoral constituency is defined by representation and can be redrawn for elections. A district in the territorial sense remains an official subdivision even when no separate council governs it.
