Metals in bulk storage may be in the form of sheets, ingots, or other shapes suitable for mass processing. This does not include storage of metal ores, nor does it apply to storage of finished or packaged metal products.
The metal can already have a form suitable for industrial handling, such as an ingot or sheet. Such shaping does not make it a finished consumer product.
Metal-bearing rock belongs to ore storage. This usage starts with the metallic material, including metal recovered through recycling.
