An employment agency is a service area where paying or non-paying clients are connected with available employment at other sites. These may be operated as a charitable service or as private commission-based enterprises; however it should not be confused with a governmental employment bureau.
The service connects a person with work at another site. Clients can receive it without payment or through a commission-based arrangement.
A governmental employment bureau has a separate public-administration role. The employment agency is a private or charitable intermediary rather than the workplace where the resulting job is performed.
