indoor observation floor

A publicly accessible enclosed viewing area on a high floor, available with free entry or paid admission.

An indoor observation floor is a publicly accessible space on a high floor designated for viewing over the surrounding urban area or landscape. This does not include private party rooms, sunrooms, skylobbies, or other tenant-only spaces. It can be free to the public or open on a paid admission basis.

If the primary observation area is on an outdoor terrace, then it is listed as an outdoor observation deck; however if part of the main viewing area is enclosed and offers viewing windows, then this feature is applicable to the building.

Public viewing is the designated use, so a tenant-only skylobby does not qualify. Enclosed viewing windows can form part of a larger observation facility that also has an outdoor deck.
