Vietnamese commune code
The five-digit code identifying a Vietnamese commune, ward or special zone, set by Decision 19/2025 and administered by the statistics bureau.
The 2025 restructure cut the commune level from 10,035 units to 3,321, being 2,636 communes, 672 wards and 13 special zones, and removed the district tier that used to sit above them. Decision 19/2025 recoded the whole level.
Five digits with the leading zeros significant, so a value such as 00004 keeps its padding. The code is unique across the whole country rather than within a province, and it does not embed the province: the Vietnamese province code has to be carried separately.
A code belongs to its unit for that unit's lifetime and is never reused for another. Most units merged in 2025 inherited a predecessor's code, so a code that has not changed does not prove the boundary has not changed either.
