outdoor observation deck

A publicly accessible high-level terrace or rooftop for viewing the surroundings, exposed to outdoor air.

An outdoor observation deck is a terrace or rooftop on a high floor of a building which is designated for public viewing of the surrounding city or landscape. It does not include a private sundeck, party area, or an open rooftop which is not publicly accessible.

An outdoor observation deck may be sheltered by a canopy, but it must be exposed to the outdoor air. It can exist side-by-side with, or above or below, an indoor observation floor. It can be either free to the public or open on a paid admission basis.

A canopy can shelter the viewing area while it remains outdoors. Public access and designated observation use distinguish it from a private rooftop, and an adjoining indoor observation floor can be part of the same facility.
