road shelter

A tunnel-like enclosure built over a right-of-way to shelter or protect it.

A road shelter is a shelter or barrier constructed over or around a roadway, railroad, metro line, or other pathway or right-of-way to shelter vehicles or travelers from avalanches, falling rocks, rain, snow, or anything similar that would otherwise stop or interfere with traffic.

Unlike a tunnel, a road shelter is not bored through rock or earth; rather its roof or a major part of its enclosure must be built from scratch.

In some cases, a road shelter may be less than fully enclosed, with one or more sides open to the air, or a screen ensuring adequate protection from the intended agent of interference.
