Fuel storage facilities are places where large amounts of unseparated, unpackaged, and homogeneous fuels are stored, usually at a transfer point in the distribution process. These include commodities used as sources of energy, as well as the same materials in their spent form.
The group covers fuels stored together as bulk commodities, including raw and refined forms. It also expressly includes the same materials after their energy-producing use.
Individual fuel definitions distinguish the substances and can impose narrower conditions. In particular, nuclear fuel storage is limited to unspent fuel, while spent nuclear material has a separate waste-storage definition.
