A project's plans are abandoned or cease to be actively put forward by anyone reasonably likely to realize them.
A project is canceled either when an announcement or recorded mention is made that its plans are abandoned, or, by default, when it can no longer be regarded as an active proposal because the plans are not proclaimed publicly by anybody with a reasonable likelihood of realizing them.
Cancellation can be established by an announcement or recorded mention of abandonment. It can also apply without an explicit announcement when no qualifying active proposal remains.
Design not chosen in competition concerns a design whose competition phase ends without an active proposal. Project cancellation instead concerns abandonment or inactivity of the plans described here.
