A sewage treatment plant is a place where the contents of waste water are separated and prepared for final disposal.
Treatment changes or separates the contents of the wastewater. A facility that only transports sewage has the different waste-distribution function.
The definition concerns the treatment operation rather than a particular tank or building form. Storage alone does not establish that operation.
