A facility whose function is to move sewage or other waste along a disposal route, excluding collection and holding sites.
Waste distribution sites are places whose function is to move sewage or other waste along a disposal route. This does not include collection sites or holding points along the path of waste disposal.
Movement along the disposal route is the defining operation. Merely receiving waste or keeping it at a holding point does not establish this use.
Waste collection and sewage treatment describe different operations. A distribution facility need not perform either of them.
