Smoking facilities are places designated for the recreational use of substances which are burned and inhaled for pleasure, stimulation, or other sensations. These places often exist to provide smokers a haven where their smoking will not bother anyone else.
This usage applies only to spaces designated especially for leisure smoking; these usually provide comfortable seating and a relaxing atmosphere and charge for use of the space or for use of the smoking products. This does not apply to "smoking areas" which are merely designated areas where smoking is permitted.
A cigar bar or hookah lounge is organized around smoking as the leisure activity. Permission to smoke in a corner of another establishment is insufficient, even if that corner has seats.
