public library
A government-run library which is either open to the public as of right, or which serves the public as a repository.
A public library is any government-run library which exists for the benefit of the citizens of that government. This can include open borrowing libraries as well as national libraries which may have limited access but are intended to benefit the whole population.
Private and institutional libraries which are open to the public are not included in this usage category.
The library combines government operation with a public-benefit purpose. Universal borrowing access is not required: a national repository with restricted access can qualify, while a privately run library can admit visitors without being government-operated.
