A cluster planned as a whole before construction, coordinating housing with roads, services, and open space.
A masterplanned community is laid out as a whole before building starts, so that housing, roads, schools, shops and open space are fixed in advance. It is built in phases over years, under one developer or one public authority.
The defining feature is the plan, not the size. A community of a few hundred homes built to a single scheme qualifies, while a district that grew building by building does not.
Where the plan covers housing alone, use the residential development. Where it covers a former port or quay, use the waterfront development.
