A planned cluster grouping complexes with deliberately different main uses, rather than a single mixed-use complex.
A mixed-use development groups complexes of differing main use under one planned area, for example a residential complex next to an office complex and a shopping center. The mix is deliberate and part of the plan.
A cluster holds complexes, not buildings. Where the differing uses sit in the buildings of a single complex, use the mixed-use complex instead.
Where housing dominates and the other uses only serve it, use the residential development.
