A set of steps built over sloping ground or over a precipice, which do not belong to any other structure.
An outdoor staircase is a set or group of steps for foot travel, which does not belong to any building or structure. Only major, significant stairways are listed. Closely grouped sets of stairs separated by landings can be included together as one outdoor staircase.
The staircase is independent of another building or structure. An exterior stair belonging to a building does not meet that independence condition.
