Demolition of a structure is proposed when the owner, manager, government, or any other body with a legal right to do so first announces plans for the structure's destruction. This would normally happen during the existence phase, but can also happen to a structure which is under construction or on hold.
The proposal is established by an announcement from an authorized party. A suggestion from someone without that right is insufficient.
The announcement is separate from government approval and from physical demolition. A proposal can concern a structure still under construction or on hold, as well as an existing occupied one.
