Television transmission sites are used to disseminate video signals over a wide target area, and, like radio transmitters, are usually located in high places like hilltops and high antennas.
The site transmits television signals toward its audience. Making television programs or receiving them elsewhere does not itself establish this transmission use.
An elevated hilltop or antenna helps characterize the usual installation. The definition does not require a freestanding tower when transmitting equipment is supported by another structure.
