The number of residential units in a built object or any defined place is the total quantity of discrete habitation units there, regardless of whether they are owned or rented.
Both condominium units and rental apartments can contribute to this residential total. A change in tenure does not by itself change the number of habitation units.
The unit count concerns separate residences. Bedrooms within one residence do not each become a residential unit merely because they are distinct rooms.
