The whole framework of a structure is assembled in place, and the structure has attained its general size and shape.

The framework of a structure is complete when all load-bearing structural members are assembled and fixed in their designed places. At this point the structure should have attained its general form and size, although slight increases in dimensions including height may occur as non-loadbearing elements are appended to it. This event marks the beginning of the topped out status.

All load-bearing members must be installed, even if the structure reached its greatest height earlier. A completed core alone does not complete the framework surrounding it.

Maximum height reached concerns the highest element included in architectural height. A non-load-bearing architectural element can be installed after framework completion, so these two dates need not coincide.
