final-phase work resumes
Construction on a structure whose framework was already complete continues after having stopped.
Resumption of final-phase construction occurs when work resumes on a structure after an irregular pause of at least 10 days, and when the framework had already been completed before the stoppage. If the stoppage was entirely regular or based on a holiday, then neither it nor the resumption should be registered as events. This event changes the status of a structure from on hold back to topped out.
The framework must have been complete before the qualifying pause. If it was still unfinished, the corresponding event is framework resumes.
The work can restart while enclosure or other finishing work remains. Returning to topped out status does not establish completion, which has separate exterior and readiness-for-use requirements.
