A vertical addition to a built object is completed when a significant addition resting on top of the existing object is physically finished and ready for use. If the addition extends out to the side, it should be classified as a horizontal addition.
The addition is supported on top of the existing object. An extension beside it on new foundations has the separate horizontal addition completion event.
Completion concerns the upper addition that began with vertical addition construction. The original object may already have been complete and in use before this work began.
