Completion of major physical upgrades across all major internal spaces, including tenant and common areas.

Total renovation of a structure is completed when major physical upgrade work on all major parts of a structure's internal space is completed. This includes all tenant areas and common areas. A total renovation program does not necessarily require shutting the whole building down at once; the affected parts can be taken out of service in stages during the course of the renovation.

The completed program covers all major parts of the interior. Work can proceed through occupied areas in stages without closing the entire building at once.

Partial renovation ends covers at least 10 percent but less than all of the structure's space. Completion of one stage does not alone establish the end of an unfinished total-renovation program.
