partial renovation begins
The start of intensive renovation affecting at least 10% but less than all of a structure's space, excluding routine fit-out.
A partial renovation begins when intensive renovation work begins which affects at least 10% (but less than 100%) of a structure's space. It does not include regular interior fit-out in preparation for a new occupant. Any renovation work affecting less than 10% of a structure's space can be considered a routine upgrade, and does not significantly change the status of the structure.
The work must affect at least one tenth of the space while remaining below the whole structure. Routine interior fit-out for a new occupant remains excluded.
Total renovation begins concerns all major internal spaces. Smaller routine upgrades below the 10 percent threshold do not establish this partial-renovation event.
